This page provides the official government form from the Transportation Department. The summary below is quoted from the agency source.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8 airplanes. This proposed AD was prompted by a report that large forward cargo door (LFCD) split frames may have been manufactured with a material that did not conform to type design. This proposed AD would require an inspection of the LFCD split frames for affected batch numbers and applicable on- condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
